Some people locate a pet through businesses and are willing to pay a good sum of money just to own a pet and guarantee in writing that they will care for it the rest of their life. There are strict guidelines to pet adoption and some people have a hard time adhering to the rules.
Some people consider pet adoption as a last resort. There might be other causes in their local neighborhood that involve pets and these people can not in good conscience take responsibility of ownership for any other pet other than the one that they have been feeding for months. There are many cats that have borne litters of three or four and live in the wild all of their life. These animals will need just as much love and attention as those animals that are safe and secured in a cage with plenty of food to eat and water to drink each day.
There is a surplus of cats and dogs in every neighborhood because someone did not take the necessary precautions to keep the births from occurring. Some people are adamantly against spaying or neutering their pets and refuse to take responsibility when their pet becomes a mother or the proud father. Some people continue to turn a blind eye to the surplus of animals that run the streets of their neighborhood at night.
There are good Samaritans in every neighborhood though that are willing to dole out food for these animals each day even if they can not afford the cost of taking them to visit a veterinarian on a regular basis. Many people are hesitant to call the Animal Control officers because some of the human options that they offer are really death sentences to animals that are caught in a vicious circle. Many humane societies firmly believe that euthanizing cats and dogs is the best way to handle the surplus of animals in the cities.
Some animal lovers will try to assist the animals in any way they can. Some people will take extra steps to ensure that outdoor animals have a warm shelter to snuggle down in during the winter months. They will screen in porches and create alcoves where the outdoor animals can be protected from rainy weather conditions.
Some pet lovers will purchase medicines and canned food for animals, and bear the expense just as they would any other charitable gift.
