OK this is a pretty easy thing to make, and it doesn't take a lot of work.
Materials you need- A balloon (not the small ones) flour, some paper and glue (maybe some coloured string)
What you need to do- take the balloon and stretch it a bit so you can put the flour in much easier, put the flour in it. Once you got a pretty good amount of flour in it (should fit in the palm of your hand) then tie a knot at the top so it can't come out. Now here comes the paper, glue and maybe coloured string if you like.
What they are used for is to make a face on the flour filled balloon. I don't need to explain to you how to make it look like a face (the string would be used to cover the knot of the balloon and to give it hair)
Now you should have a weird looking head shaped thing. The reason why we filled it with flour is so that you can mould the face to look more real. You can push his mouth in so it looks like he is yawning, you can make him look like he has a big nose, all sorts of things.
This is recommended to be made so you can give to your younger siblings or you can make one for your self also if you are so inclined.
